I attempted to use this program (Start-Q) but it failed to cause my program load order to change. It also failed to load 2 of the programs I inserted near the top of the list. After uninstalling Start-Q my system was not restored to the state it was before running Start-Q. My system is Windows 7, and I installed and ran Start-Q as the Administrator. So use this with caution, it may not work for you as you had hoped.
