There are tons of options and features that you can tweak in Windows operating system, such tweaking requires some serious modifications to the registry and other settings. Apart from tweaking, some features are build deep inside Windows and are difficult to access on daily basis.

The "NVIDIA Control Panel" can be directly accessed from Start menu or Start Search menu in Windows Vista, generally its not used much often and doesn't;t require a separate item in the desktop context menu. If it annoys you then you probably didn't realize that it's easy to remove.
